How do i wipe my computer to Factory Condition?

My computer must have developed a virus, and its stuck in the “welcome” screen. There’s nothing on it that i “need” so it wont be an issue to just completely wipe it. The only issue is i dont have anything to reformat it. So if theres a way to remove all files on the computer, but its still use able as a Windows XP, i’d love it.
