What is the best way to build a ’special’ computer?

I want to have a computer at home that I can use to browse the internet. The sites I will be visiting often have vicious side effects. My computer is currently unable to boot (virus). I will be taking it somewhere to get it fixed, but want to build it into a computer that I can quickly recover from an attack. I don’t download the content, but it often gets on my computer anyway.

Any suggestions? Is Linux an option? Can I have a virtual PC that I can just delete and recreate instead of reloading the entire operating system?
