What does it mean when a computer shuts off and restarts continuously after viruses have been removed?

My parents have a Dell desktop. It is extremely slow. My fiance and I went over there to clean it out and check for viruses. The virus scan said that there were over 200 viruses so we healed them and restarted the computer. Now their computer will not even load. It restarts continuously. You cannot even get it on in safe mode.

What can we do to get the computer to actually come on so that we can repair it?
